This video was actually found by Sen. James Inhofe (R., Okla.) who is doing an investigation into the Environmental Protection Agency. Here is the meat of what the administrator, Al Armendariz, says (via Free Beacon):
I was in a meeting once and I gave an analogy to my staff about my philosophy of enforcement,” Armendariz said during a meeting in 2010. “It’s kind of like how the Romans used to conquer little villages in the Mediterranean: They’d go into little Turkish towns somewhere, they’d find the first five guys they’d run into, and they’d crucify them and then, you know, that town was really easy to manage over the next few years. It’s one thing to try and bring business into compliance. It’s another thing to ‘crucify them’ to the point that it’s oppressive over these burdensome requirements. But this just goes to show you how anti-oil/gas this administration really is. The EPA has far too much authority and needs to be brought down to size.
